Billy (Bill) Louis Phelps, 73, passed away unexpectedly on September 4th, 2023 at his home in Wyandotte, Oklahoma. Bill was born on July 5, 1950 in Klamath Falls, Oregon to parents Billie Joe Phelps and Miami (Peggy) Phelps. Bill graduated from Seneca High School in 1969. He belonged to Masonic Lodge #621, Anderson, Missouri.

Bill was an avid motorcycle enthusiast and loved to be in the wind. You could find him at most motorcycle events around the area, but he especially loved attending many years of the Sturgis Motorcycle Rally in South Dakota. Bill loved to ride and if anyone asked him to go ride with them, he would be ready in a heartbeat. He also loved to be busy outdoors whether it be tending garden or being "Mr. Fix It" in the garage. Bill fiercely loved his family and would do anything he could to help make their lives better without abandon.

Bill met the love of his life, Iris (Totsie) Evelyn Phelps, in Noel, Missouri in 1973. Bill and Totsie were married on June 15, 1974 in Elko, Nevada. They dedicated their life together to doing whatever it took to ensure the care of their multitude of relatives and friends over the years. Bill was also one to horse around and especially found humor in jesting with Totsie.

Bill served in various professional rolls over the years, including traveling across country for the Telecommunications Industry. He enjoyed a time of farming. Bill and Totsie were widely known for their time owning several area business, including Bill's Booze liquor store in Noel, Missouri and valued bar, Dobber's, of West Seneca, Oklahoma, where everyone was considered family. After 15 years of proud service in various roles with the Eastern Shawnee Tribe of Oklahoma, Bill retired from Casino Surveillance in 2015. Bill was preceded in death by his parents and grandparents.

Bill lived his life to the fullest and will be incredibly missed by those who loved him. Bill is survived by his Wife, Iris (Totsie) Evalyn Phelps. Son Billy Justin Phelps and Wife Shaina of Wyandotte, Oklahoma. Daughter Stephanie Lee Griffith and Husband Jeremy, of Newton, Kansas. Daughter Shannon Lee Lopez of Webb City, Missouri. Beloved Canine Daughter, Cookie, and Canine Son, Buddy.

Brother William Phelps and Wife Irma of Falfurrias, Texas. Sister Linda Martin and Husband Carl of Macomb, Oklahoma. Sister Tonya Jennings of Shawnee, Oklahoma. Sister Susan Thomas and Husband Robert of Wyandotte, Oklahoma.

Grandchildren Heather Lopez, Stephen Wolfe, EmiLee Wright, Mikala Wright and Alex Escobedo.

Great Grandchild KinLee Sue Carrigan.

A host of dear family and friends will treasure Bill's contributions and memory.

Masonic Ceremony and Celebration of Life Service will be held at Campbell-Biddelcome funeral home on Saturday, September 16th, 2023 at 10:00 a.m.. Reception to follow at Seneca Christian Church.
